Education and employment are fundamental drivers of sustainable and inclusive development. When people have access to quality learning and decent work, they are better equipped to shape their own futures, and to contribute to resilient, cohesive societies. GOPA partners with governments, development institutions, and private sector actors to design and implement programmes that strengthen education systems, close skills gaps, and connect learning to economic opportunity.

Our work spans the full education continuum, from early childhood development and general schooling through vocational education and training to higher education, with a consistent focus on quality, equity, and relevance. We help clients develop policies, strategies, and institutional frameworks that respond to national priorities while remaining aligned with broader development goals. Curricula and qualifications are designed in close coordination with governments, training providers, and employers, ensuring they reflect real labour market demands rather than abstract standards.

We place particular emphasis on technical and vocational education and training as a bridge between education systems and the world of work. Our teams support the development of competency-based frameworks, assessment and certification systems, and the integration of enterprise-based learning and digital approaches, tailored to the specific contexts in which they are applied.

Beyond the classroom, GOPA supports active labour market policies and the reform of employment services. We work to strengthen job centres, public employment service delivery, and job-matching mechanisms, helping young people and other groups navigate the transition from education into employment. By linking learning and work, our programmes generate more durable outcomes for individuals and more responsive labour markets for economies.
