Monitoring the EU Support to Refugees in Türkiye to Foster Evidence-Based Decision-Making
By delivering high-quality services in data strategy, collection, management, analysis, visualization, communication, and data use, SUMAR has been crucial in improving data-driven decision-making and adaptive management, and in ensuring the accountability of the EU’s refugee support in Türkiye.
The challenge
The EU support for refugees in Türkiye is complex and covers more than 30 diverse interventions across seven different priority areas (Education, Health, Migration and Border Management, Municipal Infrastructure, Livelihoods, Basis Needs, Social Protection) some of them high-volume, implemented by Turkish ministries and authorities as well as international implementing partners (IPs). The monitoring system must establish uniform standards, processes and tools across all interventions, while at the same time providing tailored support and advice for the individual funded actions.
Our goal
To improve the effectiveness, coordination, transparency and accountability of EU support for refugees and host communities in Türkiye. The project ensures that funded interventions are regularly monitored, results are clearly and accurately reported, and implementing partners, public institutions and European Commission staff strengthen their skills in results-based monitoring and evaluation.
Our approach
The project further develops the theory of change and results framework (RF) of the EU support and is assisting EU staff and IPs in aligning their logframes and indicators with the RF. SUMAR collects and aggregates quarterly monitoring data from over 35 different interventions through a modern Data Management System (DMS). In addition, SUMAR delivers trainings and tailored, hands-on ad-hoc support to help individual projects integrate M&E into planning and implementation, and to apply various data collection methods and digital M&E tools. SUMAR collects primary data by conducting 20 monitoring missions every year to carefully selected projects. The team adjust the mission approach, depending on the project specific characteristics.
Impact in numbers
SUMAR places strong emphasis on the effective use of monitoring data. Insights from its data collection and analysis are captured in a broad range of knowledge products tailored to the needs of different decision-makers, including the Head of Delegation, EU staff at the Delegation and in Brussels, and implementing partners. SUMAR provides actionable recommendations for EU Programme Managers and implementing partners and facilitates exchange formats such as biannual meetings with EU Programme Managers and a livelihoods sector meeting that brought together EU staff, implementing partners, embassy staff and academics.
