Business Enabling Environment
Building better business ecosystems.
A conducive business environment is fundamental to unlocking private-sector potential and stimulating sustainable investment. GOPA can build on decades of experience in governance, institutional reform, and employment promotion to support partner countries in strengthening the foundations of their business ecosystems.
Our work focuses on regulatory frameworks, institutional capacity building, and public-private dialogue mechanisms. By addressing governance bottlenecks, reducing administrative barriers, and promoting transparency, GOPA helps governments create environments where businesses can thrive. We also ensure that reforms are linked to workforce development and employment opportunities, thereby translating systemic changes into tangible benefits for citizens.
GOPA supports ministries, regulatory agencies, and business associations in designing and implementing reforms that foster competitiveness, attract investment, and encourage entrepreneurship. This includes strengthening financial systems, promoting digitalisation in public services, and integrating gender-sensitive approaches into policy design. By embedding inclusivity and sustainability into business-environment reforms, GOPA ensures that improvements do not only benefit large firms but also provide opportunities for MSMEs, women entrepreneurs, and youth. Our comprehensive approach thus enables countries to foster dynamic, transparent, and resilient business ecosystems that accelerate equitable economic development.
Financial Sector Regulation & Supervision
The banking industry significantly impacts national economies, promoting growth and reducing poverty. Effective regulation and supervision of banks and non-bank financial institutions are crucial for ensuring transparency, protecting depositors, and preventing risks to the real economy.
GOPA offers expertise in establishing legal regulation frameworks, off-site and on-site supervision, early warning systems, lending, solvency, and liquidity standards, as well as stress testing. We assist in improving or initiating regulation and supervision of banks, stock markets, insurance companies, capital and pension funds, microfinance, and other financial institutions.
Our projects focus on strengthening supervisory capacities and introducing effective risk-based supervision. We conduct diagnostic studies, provide recommendations, and offer training to enhance regulatory and supervisory frameworks. By ensuring stable financial sectors, we contribute to broader goals of financial inclusion and economic development.
In addition, GOPA supports central banks and regulatory agencies in developing national strategies and policies on financial inclusion, gender-equitable access to finance, and climate change mitigation regulation.
