The circular economy promotes the sustainable use of resources by reducing waste, increasing resource efficiency, and keeping materials in use for as long as possible. It goes beyond recycling alone: it requires rethinking how products are designed, manufactured, used, reused, repaired, and recovered across the entire value chain.

GOPA supports public and private sector organisations in their transition towards circularity through a holistic approach that addresses both the upstream and downstream dimensions of the circular economy. We help our partners identify opportunities to improve resource efficiency, reduce environmental impacts, create sustainable value chains, and strengthen economic resilience.

Our services cover the full spectrum of circular economy needs. We support the development of national circular economy action plans, tailored policy frameworks, sector-specific strategies, and legislative guidance that create the conditions for circular practices to succeed. We also assist in the design and implementation of circular business models, promote sustainable consumption and production patterns, and support capacity building for institutions, businesses, and communities.

Through pilot projects, we help test and upscale successful circular solutions for broader impact. Our work may include the establishment of recycling and resource recovery systems, the promotion of industrial symbiosis, and the development of circular economy hubs that foster innovation, collaboration, and knowledge exchange.
