Ukraine: Position 2 - Event Management and Logistics Expert (National)
Within this framework, GOPA Worldwide Consultants is implementing the 26-month Technical Assistance for Support to Ukraine – Decentralisation and Regional Development project. Experts recruited under this assignment form the Decentralisation & Regional Development Expertise and Support Team (DRD-ES) and are fully embedded in the U-LEAD with Europe programme structure.
The position contributes directly to the programme’s work at national, regional, and municipal levels, supporting key partner institutions including the Ministry for Development, oblast administrations in 24 regions, and municipal authorities. The role is part of a multidisciplinary team providing strategic advice, policy support, and hands-on technical assistance to strengthen decentralisation, multi-level governance, and regional development in Ukraine.
A core objective of the programme is to support Ukraine’s EU accession process and sustainable recovery, by enabling national, regional, and local authorities to develop the capacities, systems, and instruments required to plan, absorb EU funds, and implement development and reconstruction projects in line with European standards.
Role Overview - National contract (based in Kyiv)
The Event Management and Logistics Expert (National) is responsible for the planning, organisation, and implementation of communication, learning, and stakeholder engagement events under all Work Packages. This expert ensures effective logistics, coordination, and monitoring of such events in close cooperation with Key Experts 1 and 2.
This role is a part-time position (202 working days indicatively).
Key Tasks and Responsibilities
For all communication and learning events under all Work Packages (e.g. stakeholder consultations, round tables, conferences, and study visits):
- Plan, design, and implement communication, learning, and stakeholder engagement events across all Work Packages, including workshops, round tables, conferences, and study visits, ensuring alignment with project objectives and target groups.
- Define event modalities and formats, and manage all logistical aspects, including venues, catering, interpretation, technical equipment, participant coordination, and on-site facilitation support.
- Coordinate closely with Key Experts to ensure that events support policy dialogue, knowledge exchange, and capacity development objectives at national, regional, and local levels.
- Ensure systematic data collection and monitoring for all events, including attendance records, gender-disaggregated data, feedback collection, and reporting inputs.
- Contribute to visibility and communication requirements by ensuring appropriate documentation and coordination with communication teams, where applicable.
Education and Training
- Master’s degree (or equivalent) in any field.
Language Skills
- Ukrainian: C2 level (Common European Framework of Reference for Languages).
- English: C1 level (Common European Framework of Reference for Languages).
Professional Experience
General Professional Experience
- At least 10 years of professional experience in the field of communication.
- At least 5 years of professional experience in ensuring logistics for communication-related events.
Specific Professional Experience
- At least 5 years of experience in stakeholder engagement and outreach activities.
- At least 2 years of professional experience working on dialogue between public administration and non-governmental actors.
Professional Experience in the Country of Assignment
- At least 10 years of professional experience in Ukraine.
