Effective social protection systems are the foundation of inclusive and resilient societies. They protect individuals and families from poverty and vulnerability throughout the life course, from early childhood to old age, while strengthening their capacity to withstand crises. Well-designed systems do more than provide a safety net: they reduce inequalities, empower marginalised groups, and open pathways to meaningful participation in economic and social life.
GOPA supports governments and development partners in building and reforming social protection systems that respond to immediate needs while advancing long-term social investment. Our work covers social assistance programmes, social insurance schemes, and community-based social services, with a strong focus on adaptive mechanisms that enable systems to anticipate, absorb, and respond to shocks, and to protect those most at risk when support is needed most.
We help clients develop policies and institutional frameworks that connect income security with broader social development objectives, promoting human dignity, equity, and opportunity in a coherent and sustainable way.
