Access to quality healthcare is a prerequisite for resilient societies and sustainable development. Strengthening health systems requires more than expanding services: it demands coherent governance, adequate financing, skilled professionals, and infrastructure that can withstand pressure from demographic change, disease burden, and crisis. GOPA supports governments, health authorities, and development partners in meeting these challenges through integrated, people-centred approaches.
Our multidisciplinary teams work across the WHO health system building blocks, covering health governance and financing, service delivery, health workforce development, and health information systems. We support reforms that advance universal health coverage, strengthen primary and specialised care, and improve the quality and continuity of care pathways, with particular attention to maternal and child health, prevention, and integrated service delivery.
We help clients harness digital tools to bridge gaps in access and efficiency, including e-referral systems, telemedicine, and health management information platforms. Our work also extends to immunisation programmes, supply chain management, and pandemic preparedness within a One Health framework, contributing to regional health security alongside international health regulations.
Capacity development is central to our approach. We design curricula and continuous education programmes for health professionals, support decentralisation and facility management, and facilitate public-private collaboration, ensuring that reforms translate into lasting improvements on the ground.
