Building Ghana's IT Training Institute for Modern Tax Administration
Ghana's purpose-built IT training institute equips revenue staff with the digital skills and learning systems needed for stronger tax administration.
Revenue staff can develop practical digital skills within a dedicated learning environment, helping the administration use technology more effectively in daily work. A professional instructor base and decentralised learning options make training more scalable. Over time, stronger digital capability can contribute to more efficient tax processes and improve the public revenues available for national priorities.
The challenge
Digital tax systems only improve public revenue when staff can use them confidently and training can keep pace with operational change. The Ghana Revenue Authority needed a dedicated institution, modern learning technology and an organisation capable of delivering consistent computer-based training across its workforce.
Our goal
The project aimed to strengthen tax administration and public revenues by establishing a fully equipped information-technology training centre. It also sought to create a professional training organisation able to maintain curricula, develop instructors and extend computer-based learning beyond a single facility.
Our approach
A climate-responsive, low-energy institute was designed, procured and delivered with safeguards integrated into construction. The facility received IT and teaching equipment, software and a learning-management system. Curricula, train-the-trainer activities and pilot courses developed the human side of the institute, while decentralised computer-based training broadened its potential reach.

Success story
Technology changes quickly, so an IT training institute must be more than a well-equipped building. Ghana's project created the physical setting, software, learning platform and instructor capability as a connected system. A member of the Revenue Authority can attend a structured course, practise with relevant tools and continue learning through computer-based formats beyond the main centre. Trainers, meanwhile, have curricula and organisational processes that can be updated as systems evolve. The low-energy design also considers what it takes to operate the facility responsibly. In this way, the institute can become a continuing engine of institutional improvement, helping digital tax administration mature through the skills of the people who use it every day.
