Egypt: Agreements Signed to Operationalize Renewable Energy Centres of Competence

A key milestone was marked in Cairo with the signing of cooperation agreements supporting the operational model of the Centres of Competence (CoCs) for Renewable Energy and Energy Efficiency within Egypt’s technical education system.

Signed in the presence of H.E. Dr. Ayman Bahaa El-Din, Deputy Minister of Education and Technical Education, the agreements formalize two central pillars of the CoC approach: private-sector management of the Centres through the El Sewedy Electric Foundation and academic validation and progression pathways for students through Egypt’s Technological Universities.

The agreements embed the CoCs within Egypt’s broader education ecosystem, strengthening alignment between technical education and industry while ensuring that graduates can progress through accredited academic pathways into higher technological education.

Highlighting the importance of the initiative, Dr. Bahaa described the Centres of Competence as “one of the most important developments currently taking place in technical education,” emphasizing the role of partnerships between government, industry and higher education institutions in supporting Egypt’s Vision 2030 and ensuring graduates meet labour market needs.

The initiative forms part of the Technical Education for Renewable Energy and Energy Efficiency (TEREEE) Project, implemented by the Egyptian Ministry of Education and Technical Education with financial support from German Development Cooperation through KfW and the European Union. The project corresponds to the Promotion of Technical and Vocational Education and Training (TVET 1) Project supported by KfW and the Promotion of Sustainable Energy in TVET Project supported by the European Union.

Implementation of the project is carried out by GOPA Tech in consortium with GOPA Worldwide Consultants' Economic Competitiveness & Partnerships (ECP) department, supporting the development of modern training infrastructure, industry-aligned curricula and new institutional cooperation models within Egypt’s technical education system.

With a total volume of approximately €60 million, including infrastructure investments and technical assistance, the project will run until February 2028 and aims to strengthen Egypt’s technical education system by improving training quality, promoting industry-relevant skills development and supporting workforce development in the renewable energy sector.
