About the job
The "Fonds d'Investissement Agriculture (FI-Agri)" is a project of the Ministry of Agriculture, Livestock and Fisheries (MAEP) carried out with the financial support of KfW - Kreditanstalt für Wiederaufbau. GOPA AFC has been mandated since 2007 to support the MAEP in the operational implementation of FI-Agri. The overall objective of the project's interventions (phase IV) is to contribute to increasing and diversifying agricultural production by increasing the use of the developed hydro-agricultural potential of the Atacora-Donga region.

As part of the fourth phase of the project (starting in 2020), FI-Agri plans to build infrastructure in the various intervention Communes, including at least 17 lowlands developed over 636 Ha for rice production, as well as off-season market gardening, and 3 water reservoir rehabilitations.
The project team is based in Natitingou, and works closely with the MAEP National Coordinator and the Communes in the Atacora and Donga departments. As part of the implementation of this intervention, a full-time HSSE (Hygiene, Safety, Health, Environment) Expert is to be recruited between January and August 2026.
What you will do

The general objective of the mission is to ensure the proper implementation of the CGES as well as the optimal management of environmental and social risks in order to

  • Supervision and/or monitoring of the implementation of the CGES and CEPP through all companies or firms (including their subcontractors or members of consortia) contracted by FI AGRI;

  • Effective coordination between all entities involved in the project on all HSSE activities and results;

  • Ensure that the risk analysis of all interventions on the project is based on the contractors' intervention methods, taking into account equipment, methods of use, their own risks, imported risks and exported risks;

  • Approval of the environmental categorization of sub-projects;

  • Determination of the corresponding safeguard instruments (ESIA, mitigation measures, etc.);

  • Validation of Terms of Reference for Environmental and Social Impact Assessments (ESIA) and Stakeholder Engagement Plans (PEPP);

  • Quality control of ESIAs and PEPPs;

  • Field visits to validate the results of environmental studies and monitor the application of mitigation measures;

  • Preparation of quarterly, half-yearly and annual environmental and social performance monitoring reports;

  • Internal monitoring of the implementation of environmental and social measures;

  • Capacity building of stakeholders in the implementation of environmental and social recommendations.

  • Audit of implementation of environmental and social measures

  • Security/safety assurance for the project team

Your qualifications
  • Higher education diploma (BAC + 5) in QHSE;

  • At least 5 years' general experience in environmental and social project management and monitoring (Quality, Health, Safety and Environment);

  • At least 5 years' experience in development projects financed by the German Development Cooperation, the European Union or the World Bank;

  • Experience in drawing up environmental and social safeguard documents (EIES, PAR, Audit, CGES, PMPP, PEES) and in managing environmental and social risks in accordance with World Bank EHS standards;

  • Very good knowledge of European Union and Benin HSSE regulations,

  • Very good knowledge of the World Bank Group's general and sectoral EHS guidelines and of the World Bank's new gender and social inclusion framework;

  • Experience in monitoring the implementation of ESMPs, on the application of environmental and social conditions for rural or territorial development projects, including with several companies or service providers on site (environmental and social management of contracted companies, safety and environmental inductions, awareness-raising, etc.).

  • Good analytical, synthesis, listening, knowledge transfer and communication skills;

  • Experience in environmental and social management and monitoring of agricultural and/or hydro-agricultural projects.

  • Experience on a KfW project is an advantage.
