Team Leader: Key Expert 1
GOPA is preparing for the EU-Pakistan Cooperation Facility (prequalification stage), focused on leveraging the current EU portfolio in Pakistan with a good governance lens, while developing new strategic dialogue formats across various sectors.
We are seeking experienced professionals (+15 years) with strong team leadership experience in international development and advisory work.

Qualifications and skills
• Master’s degree in economics, international development, public policy, law, or engineering (energy, civil, transport, environmental, or related fields
• Excellent command of English (oral and written, minimum C1 level). Knowledge of Urdu or regional languages (Punjabi, Sindhi, Pashto, Balochi) is an asset.
• Familiarity with EU cooperation frameworks, Team Europe Initiatives, and the Global Gateway is highly desirable.
• Strong knowledge of cooperation programming, investment facilitation, capacity development, and public sector reform, particularly in developing country contexts
General professional experience
• At least 15 years of professional experience in economic governance, international cooperation, investment facilitation, public sector reform, or infrastructure development.
Specific professional experience
• Minimum 3 years as Team Leader managing large-scale international cooperation projects, preferably in policy dialogue, investment facilitation, infrastructure, or public sector reform.
• At least 8 years of experience delivering technical assistance, capacity development, and institutional strengthening in support of public sector or development objectives.
• Over 8 years of experience in private sector engagement, including work with public authorities, development finance institutions, and private investors, with exposure to both European and non-European (preferably Pakistani) stakeholders.
• Proven experience in minimum 1 EU-funded project, leading a component or the entire project, with proven facilitation and reporting skills
• Proven track record in investment project preparation and structuring (infrastructure and/or private sector), leading to deal closure.
• Demonstrated experience in facilitating structured policy dialogue or coordination mechanisms among public institutions, development partners, and private sector stakeholders.
• Experience mainstreaming gender equality and human rights-based approaches in programme management is highly desirable.
