Local Project Assistant / Accountant
EU4Reconstruction brings together the expertise, experience, and solidarity of Europe to support Ukraine’s recovery in a coordinated, transparent, and sustainable manner. Through complementary workstreams, the programme channels funding, technical assistance, and digital tools directly into reconstruction efforts, ensuring alignment with EU standards and principles of accountability.
Implemented in close collaboration with GIZ as the main implementing partner, the project is carried out in coordination with the Ministry for Communities and Territories Development (MCTD), which leads Ukraine’s decentralisation, regional policy, and reconstruction agenda. At the local level, the initiative focuses on medium-sized cities (10,000–150,000 inhabitants), supporting their active engagement in public investment management (PIM) and reconstruction processes.
Within this framework, GOPA Worldwide Consultants contributes to the implementation of the technical assistance component, deploying a multidisciplinary team of experts to provide policy advice, institutional support, and hands-on assistance at national and local levels.
The position contributes directly to strengthening Ukraine’s reconstruction governance, financial management systems, and institutional capacity, in line with EU standards and requirements for transparency, accountability, and efficient use of public resources.
Position: Project Assistant / Accountant
Role Overview
The Project Assistant / Accountant is responsible for providing administrative, financial, and accounting support to the project, ensuring smooth day-to-day operations and compliance with GIZ and EU requirements. The position combines office management duties with core project accounting tasks, under the supervision of the Project Team Leader (TL) and in close coordination with GOPA Headquarters (HQ) Finance and Project Management teams.
The role supports project implementation through accurate financial tracking, reporting, and administrative coordination, contributing to efficient and compliant delivery of project activities.
Key Tasks and Responsibilities

Provide day-to-day administrative and office management support, serving as a key interface between the project team, GIZ, beneficiaries, service providers, and GOPA HQ.

Support project communication, correspondence, document management, and filing systems in line with project requirements.

Assist in planning and coordination of project activities, including meetings, missions, and internal workflows.

Maintain accurate financial records of project expenditures and support budget monitoring, cost tracking, and financial forecasting in line with GIZ and EU requirements.

Prepare and verify financial documentation (invoices, receipts, expense claims, payment requests), ensuring compliance and correct allocation to budget lines.

Contribute to financial reporting by ensuring completeness, accuracy, and availability of supporting documentation.

Support the organisation of project events and travel arrangements, including logistics, bookings, reimbursements, and related financial records.

Assist in financial and administrative management of Short-Term Experts, including contract tracking, monitoring, timesheet verification, and record keeping.

Assume any other tasks assigned by the Team Leader.
Requirements
• Fluency in Ukrainian (written and oral).
• Fluency in English (written and oral).
• At least 4 years of professional experience in project administration, accounting, or finance-related roles.
• Proven experience in project accounting, bookkeeping, or financial administration, including handling budgets and financial records.
• Experience working on GIZ-funded projects is an asset.
• Experience in supporting the organisation of events.
