The advertised position is part of the U-LEAD with Europe: Local Empowerment, Accountability and Development Programme a multi-donor action of the EU and its member states Germany, Denmark, France, Poland and Slovenia and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to support Ukraine on its path to strengthening local self-government. U-LEAD promotes transparent, accountable and responsive multi-level governance in Ukraine and empowers municipalities.

Within this framework, GOPA Worldwide Consultants is implementing the 26-month Technical Assistance for Support to Ukraine – Decentralisation and Regional Development project. Experts recruited under this assignment form the Decentralisation & Regional Development Expertise and Support Team (DRD-ES) and are fully embedded in the U-LEAD with Europe programme structure.

The position contributes directly to the programme’s work at national, regional, and municipal levels, supporting key partner institutions including the Ministry for Development, oblast administrations in 24 regions, and municipal authorities. The role is part of a multidisciplinary team providing strategic advice, policy support, and hands-on technical assistance to strengthen decentralisation, multi-level governance, and regional development in Ukraine.

A core objective of the programme is to support Ukraine’s EU accession process and sustainable recovery, by enabling national, regional, and local authorities to develop the capacities, systems, and instruments required to plan, absorb EU funds, and implement development and reconstruction projects in line with European standards.
What you will do

Role Overview - National contract (based in Kyiv)

 

The Project Manager / Short-Term Expert Pool Manager (National) is responsible for managing the contractor’s short-term expert pools and supporting internal procedures required for service delivery under the contract. The role ensures effective mobilisation, administration, and coordination of short-term experts, as well as procedural support to Key Experts.

This role is a part-time position (202 working days indicatively).

 

Key Tasks and Responsibilities

  • Manage the full lifecycle of short-term experts within the project, including identification, mobilisation, contracting, briefing, monitoring of assignments, and processing of payments, in line with internal contractor procedures and contractual requirements.
  • Ensure that short-term experts are fully prepared for project implementation, including compliance with security, administrative, and contract-specific requirements.
  • Maintain oversight and tracking of expert pools, assignments, and utilisation to support effective planning, resource allocation, and reporting.
  • Provide procedural and administrative support to Key Experts in relation to internal contractor processes required for service delivery under the contract.
  • Act as a focal point within the project team for issues related to short-term expert management and internal coordination with GOPA HQ.
  • Support the key expert team in all project management related matters of the project, particularly to support the planning, monitoring and reporting process.
Your qualifications

Education and Training

  • Bachelor’s degree (or equivalent) in any field.

Language Skills

  • English: C1 level (Common European Framework of Reference for Languages).

Professional Experience

General Professional Experience

  • At least 5 years of professional experience in project management within a consultancy company.

Specific Professional Experience

  • At least 2 years of professional experience in managing projects.
