The Project Implementation Support Unit (PISU) forms part of the Just Energy Transition Partnership (JETP) and supports Transnet in advancing South Africa’s shift toward low-carbon, climate-resilient transport infrastructure. Funded through the EU-supported IIPSA grant and aligned with the EIB’s Decarbonisation Framework Loan, the PISU provides end-to-end support across project preparation, procurement, implementation, monitoring, and reporting. Its work enables the decarbonisation of key rail and port assets while strengthening governance, planning systems, and institutional capacity to deliver long-term energy transition investments.

The Transversal Lead plays a strategic role in guiding change management efforts and communicating the vision, objectives, and progress of Transnet’s involvement in the Just Energy Transition. The position requires the ability to articulate complex information to diverse stakeholder groups, develop communication and policy-related strategies, lead the formal change-request process, and prepare clear and persuasive presentations. The role also ensures that all engagement is conducted through transparent, inclusive, and well-structured communication practices.
What you will do

You will contribute your expertise to lead, coordinate, and support the successful delivery of this multi-year technical assistance assignment. For this role, we find the following experience particularly relevant.

  • 12+ years’ experience, including 3+ years in Sub-Saharan Africa (South Africa preferred).

  • 7+ years leading stakeholder engagement, including ECS communication, strategy design, analysis, workshop facilitation, and relationship management.

  • Experience with large-scale transport infrastructure (rail/ports an advantage).

  • 5+ years building relationships with government authorities, communities, industry partners, NGOs and diverse stakeholder groups.

  • 5+ years managing multidisciplinary teams across engineering, scheduling, costing, procurement, IT, ECS, finance and legal areas.

  • Experience as Deputy Team Leader on a major infrastructure project (advantage).

  • Experience working with EU, EIB, AfDB, WB, AFD/Proparco, FMO, KfW or similar IFIs.

  • Experience developing communication strategies, policy-related material, managing change request processes, preparing persuasive presentations, and ensuring transparent, inclusive communication practices.

Your qualifications
  • Degree in engineering, ECS, strategy, IT, business administration or related discipline.

  • Certification in Programme Management or Project Management (PgMP or PMP).

  • Proficiency in English.

  • Strong capabilities in communication, change management, and strategic stakeholder engagement.
