Team Leader for the ‘Modernisation of Public Large-Scale Irrigation Infrastructure for Climate-Resilient Agriculture’ (MIIPAC) project – Niger

The MIIPAC project (Modernisation of Public Large-Scale Irrigation Infrastructure for Climate-Resilient Agriculture) is funded by German financial cooperation via KfW. It aims to improve the agricultural productivity of low-income farmers in Niger by rehabilitating public irrigation infrastructure, incorporating climate resilience, agroecological approaches and the strengthening of value chains.
The main components of the technical assistance are:
1. Studies (Preliminary Design/Detailed Design), EIA/NIES, DAO and supervision of PIP rehabilitation works and protective measures.
2. Assistance with infrastructure development.
3. Development of agricultural value chains.
4. Monitoring and evaluation, including Remote Management, Monitoring and Verification
5. Overall implementation, co-management of a revolving fund, support for ONAHA and ESSS compliance
What you will do

We are looking for a Team Leader with regional/international experience to lead the technical assistance team based in Niger. You will be the main point of contact for ONAHA, KfW and stakeholders. You will oversee all technical studies, the procurement of works contracts, the supervision of rehabilitation works, the management of the contingency fund, ESDW aspects, monitoring and evaluation, as well as capacity building for the project management unit.

Your qualifications
  • Higher education (engineering degree, master’s or equivalent) in rural engineering, agricultural hydraulics, agriculture, irrigation, civil engineering or infrastructure project management.
  • At least 15 years’ professional experience following graduation, including at least 10 years in the management of similar projects involving the rehabilitation of irrigated areas or hydro-agricultural infrastructure.
  • Proven experience as a team leader on international technical assistance contracts, preferably in sub-Saharan Africa or the Sahel region.
  • Proven experience in Niger or a country in the region (Sahel / West Africa)
  • Proficiency in the procurement procedures of KfW or international donors (World Bank, EU, AFD).
  • Good knowledge of ESSS standards
  • Experience in managing discretionary funds or co-financing.
  • Demonstrated leadership skills, management of multidisciplinary teams and coordination with public contracting authorities.
