GOPA Tech is seeking an experienced Team Leader for the Shinyanga Water and Sanitation Project in Tanzania. The role will lead the technical assistance and capacity-building component, coordinate delivery across the assignment’s key workstreams, and support SHUWASA in strengthening its operational effectiveness.
The Shinyanga Water and Sanitation Project (Component 3: Technical Assistance and Capacity Building) is a key initiative under Tanzania’s National Urban Water Supply and Sanitation Programme. The project aims to improve water supply and sanitation services and strengthen SHUWASA’s operational effectiveness. Through targeted technical assistance, institutional strengthening, and capacity-building measures, Component 3 supports national development strategies and the Water Sector Development Programme (WSDP).

What you will do
- Lead and coordinate project management and the overall delivery of Component 3.
- Oversee technical assistance for the implementation of environmental and social safeguard plans.
- Guide the organisational review of SHUWASA.
- Support the institutional and regulatory review of sanitation management.
- Coordinate support for the implementation of agreed project tasks.
- Coordinate training activities and the study tour.
- Support the procurement of capacity-building equipment.
- Ensure regular and timely progress reporting.
- Lead the preparation and implementation of the awareness campaign and marketing strategy.
Your qualifications
- Master’s degree (MSc or equivalent) in Water Engineering or Civil Engineering.
- At least 15 years of overall experience in the water and sanitation sector.
- At least 10 years of experience in the management, operation, and maintenance of water utility networks and infrastructure.
- Experience as Team Leader on at least two previous assignments involving technical assistance to water or sanitation utilities.
- Regional experience would be an advantage.
