Etihad Water and Electricity (EtihadWE) has appointed GOPA Tech to deliver consultancy services for the expansion of its transmission and distribution network across the Northern Emirates, UAE. The scope includes 132/33/11 kV and 33/11 kV substations, together with associated 132 kV and 33 kV cable works.

What you will do
- Serve as Resident Civil Engineer or Assistant Resident Civil Engineer for substation civil works on EPC and owner-led projects.
- Supervise and inspect civil construction works, including earthworks, foundations, plinths, cable trenches and ducts, drainage, access roads, retaining structures, and hard standings.
- Review and coordinate civil drawings, IFC documents, and shop drawings with design, geotechnical, and electrical teams.
- Monitor contractor performance, quality control activities, testing, and commissioning of civil components, while ensuring compliance with health, safety, and environmental requirements.
- Administer site documentation including RFIs, NCRs, site instructions, progress reports, as-built records, and daily logs.
- Support material acceptance, construction methodologies, and soil management plans, and coordinate with surveyors and geotechnical consultants.
- Assist with cost control, progress claim evaluation, and schedule tracking.
- Contribute to continuous improvement, lessons learned, and value engineering initiatives.
Your qualifications
- Bachelor’s degree in Civil Engineering or equivalent.
- Chartered or licensed engineers, or candidates progressing toward professional registration, are preferred.
- For the Assistant Resident Civil Engineer role: 8+ years of overall experience, including at least 4 years on similar projects.
- For the Resident Civil Engineer role: 15+ years of overall experience, including at least 5 years on similar projects in transmission or substation environments.
- Strong technical knowledge of foundations, reinforced concrete, earthworks, drainage, and geotechnical investigations.
- Familiarity with power sector standards and codes, including local regulations and applicable IEC / IEEE requirements.
- Proficiency in AutoCAD and MS Office; experience with Revit, MicroStation, or other civil design software would be an advantage.
- Experience in EPC contract environments, site supervision, QA/QC procedures, and health and safety management.
- Strong communication, coordination, and problem-solving skills.
