International Team Leader – Drought Resilience Programme in Northern Kenya (DRPNK)

About the job
He/she will be based in Nairobi with frequent travels to Marsabit and Turkana. It is expected that approximately up to 40% of his/her time budget is needed for management tasks (Team Leader function).

He/she shall act as the counterpart of the National Programme Coordinator (NPC) and is a member of the National Programme Coordinating Unit (NPCU).

He/she supports the two County Project Coordination Units (CPCUs) in Marsabit and Turkana Counties.

He/she shall provide technical/thematic advice, support the planning and implementation of the project and ensure that the technical and administrative implementation (procurement, financial management, reporting, M&E) is in line with the agreed rules and regulations and according to the agreed timeline.
What you will do

            Take overall responsibility for all aspects of managing the programme including programme administration, monitoring, reporting, coordination between Marsabit and Turkana, joint procurement, conduction of joint training measures, etc.

            Provide general management and oversight of the programme results and measures in accordance with the approved log frame and time schedule.

            Provide the various steering structures such as the Joint Programme Steering Committee (JPSC) with advice and guidance on the implementation of the project.

            Identify specific targets and verifiable indicators based on the existing logframe in consultation with the PEA and KfW, and monitor progress and performance based on these indicators.

            Prepare together with the NPCU and the CPCUs and support of the programme staff the Quarterly Progress Reports, the annual work plans/operational plans (including Annual Investment Plans and Procurement Plans) and other reports.

            Supervise the procurement of works, goods and consulting services according to agreed procedures.

            Carry out the financial monitoring of approved budgets.

            Work together with the other members of the NPCU/CPCU with national and local stakeholders to develop appropriate approaches on implementing the project; communicate under the guidance of the Steering Committees with national and international stakeholders or cooperation partners for strengthening the project approach.

            Supervision and guidance of the work of the national support consultant water engineers, technical advice and support to work supervision in the field.

            Link project measures with the experiences and other ongoing activities supported by German Technical Cooperation.

            Carry out the technical and contractual supervision of project personnel (especially the ISC’s county engineers in their tasks of quality assurance of works supervision) and subcontractors.

            Support the evaluation/review of the programme (including during inspection missions) as appropriate.

            Coordinate M&E activities.

Your qualifications

            Postgraduate university degree in water or rural engineering, water resource management or similar. As the main task of the International Support Consultant (ISC) in the upcoming period will be the supervision of hydraulic works, a Postgraduate university degree in irrigation and/or water/ rural engineering would be a strong asset.

            At least 10 years of practical professional experience in areas such as community development, integrated rural development, small-scale irrigation, water resource management (water harvesting), adaptation to climate change, livestock production enhancement, rangeland improvement, community participation, etc.; practical experience in dry land management and with drought resilience approaches would be a strong asset.

            Extensive experience as team leader / coordinator / project manager in similar comprehensive and complex long-term projects (coordinating a complex client’s structure, working on several annual investment plans at the same time, programme administration, monitoring, reporting – experience with Remote Management, Monitoring and Verification (RMMV) would be a strong asset).

            Extensive work experience with German Financial Cooperation and their procurement and disbursement procedures.

            Work experience in countries with similar socio-economic conditions, especially in the east African region/Kenya.
