International Non-Key Expert – Climate Change / GHG Reduction Expert

About the job
GOPA AFC, as part of the joint venture GOPA AFC GmbH – GOPA LLC, is preparing a proposal to deliver Consulting Services in Project Management and Capacity Building under the Livestock Promotion and Animal Health Enhancement Project in the Republic of Uzbekistan. The Project is financed by a Japan International Cooperation Agency (JICA) ODA loan and is implemented by the Committee for Veterinary and Livestock Development (CVLD).

The consulting services are to support the efficient preparation and implementation of the Project, which centres on: (i) developing technical specifications and procuring equipment and materials for the Republican and Regional Centers for Diagnostics of Animal Diseases and Food Safety; (ii) technical supervision and contract administration; (iii) capacity building of Center staff in disease diagnostics and food-safety testing; (iv) supporting the Project Implementation Unit (PIU) and Participating Financial Institutions (PFIs) in delivering and monitoring a Two-Step Loan (TSL) to the livestock sector; (v) capacity building on climate change, environment, social management and gender mainstreaming; and (vi) research on the sustainable use of pasture ecosystems.

The assignment runs for approximately five years (December 2026 – December 2031). We are assembling our team of international experts and welcome applications from qualified candidates for the position described below.
What you will do
  • Support monitoring and evaluation of GHG emissions before and two years after sub-loan disbursement.
  • Build the capacity of the PIU and PFIs on climate change, environment, social management and gender mainstreaming: help formulate, review and revise the sub-loan checklist on GHG mitigation and adaptation measures, support its use during sub-loan appraisal, and help estimate GHG reductions after disbursement.
Your qualifications
  • Education: Master’s degree or higher in Environmental Management, Environmental Engineering, Climatology and Climate Change Studies, or Sustainable Agriculture.
  • Professional experience: At least 10 years overall, including over 5 years of practical work in livestock farming; participation in 2+ successfully completed projects related to livestock development (consulting / research).
  • Technical competencies: Development of climate-change adaptation strategies, methods for calculating the carbon footprint in the agro-industrial sector, and emission-reduction technologies in livestock farming (manure management, feed optimisation, energy-efficient solutions).
  • Additional: Knowledge of international climate agreements, experience with carbon credits, and proficiency in GHG inventory methodologies.
  • Languages: English (required); knowledge of Russian or Uzbek is an advantage.
