International Key Expert – Team Leader / Project Management

About the job
GOPA AFC, as part of the joint venture GOPA AFC GmbH – GOPA LLC, is preparing a proposal to deliver Consulting Services in Project Management and Capacity Building under the Livestock Promotion and Animal Health Enhancement Project in the Republic of Uzbekistan. The Project is financed by a Japan International Cooperation Agency (JICA) ODA loan and is implemented by the Committee for Veterinary and Livestock Development (CVLD).

The consulting services are to support the efficient preparation and implementation of the Project, which centres on: (i) developing technical specifications and procuring equipment and materials for the Republican and Regional Centers for Diagnostics of Animal Diseases and Food Safety; (ii) technical supervision and contract administration; (iii) capacity building of Center staff in disease diagnostics and food-safety testing; (iv) supporting the Project Implementation Unit (PIU) and Participating Financial Institutions (PFIs) in delivering and monitoring a Two-Step Loan (TSL) to the livestock sector; (v) capacity building on climate change, environment, social management and gender mainstreaming; and (vi) research on the sustainable use of pasture ecosystems.

The assignment runs for approximately five years (December 2026 – December 2031). We are assembling our team of international experts and welcome applications from qualified candidates for the position described below.
What you will do
  • Provide overall direction for the consulting services and coordinate all members of the expert team.
  • Supervise and monitor the activities of each specialist and maintain communication with key stakeholders (CVLD, PFIs, end-users, JICA and other relevant agencies and ministries).
  • Organise the preparation of project reports, provide methodological support to experts, and ensure timely submission of reporting materials to CVLD and JICA.
  • Supervise the development of tender documentation and tender/procurement procedures.
  • Supervise capacity building for CVLD, PFIs and livestock-sector farmers and businesses.
  • Manage pasture-management research and ensure the quality and practical applicability of scientific outputs.
Your qualifications
  • Education: Master’s degree or higher in livestock, veterinary science, or agriculture (with a specialisation in livestock).
  • Professional experience: Preferably 20 years overall, with 15 years of project management experience in the agricultural sector (livestock development, veterinary services, or pasture management). Participation in agricultural investment projects is an advantage.
  • International experience: Proven experience in developing countries and in projects funded by international donor organisations (preferably 5 years in total, with at least one successfully completed project); references from previous projects.
  • Management experience: Leadership of multidisciplinary teams; successful experience managing two projects as project leader / deputy project leader.
  • Specialised experience: Participation in two JICA projects related to livestock development, veterinary services, or improving agricultural productivity is an advantage.
  • Additional: Experience developing strategic documents in animal husbandry, or knowledge of international veterinary standards (WOAH, FAO, ISO), food safety, or sustainable agriculture.
  • Languages: English (required); knowledge of Russian or Uzbek is an advantage.
