GOPA AFC, as part of the joint venture GOPA AFC GmbH – GOPA LLC, is preparing a proposal to deliver Consulting Services in Project Management and Capacity Building under the Livestock Promotion and Animal Health Enhancement Project in the Republic of Uzbekistan. The Project is financed by a Japan International Cooperation Agency (JICA) ODA loan and is implemented by the Committee for Veterinary and Livestock Development (CVLD).
The consulting services are to support the efficient preparation and implementation of the Project, which centres on: (i) developing technical specifications and procuring equipment and materials for the Republican and Regional Centers for Diagnostics of Animal Diseases and Food Safety; (ii) technical supervision and contract administration; (iii) capacity building of Center staff in disease diagnostics and food-safety testing; (iv) supporting the Project Implementation Unit (PIU) and Participating Financial Institutions (PFIs) in delivering and monitoring a Two-Step Loan (TSL) to the livestock sector; (v) capacity building on climate change, environment, social management and gender mainstreaming; and (vi) research on the sustainable use of pasture ecosystems.
The assignment runs for approximately five years (December 2026 – December 2031). We are assembling our team of international experts and welcome applications from qualified candidates for the position described below.

What you will do
- Review and verify all primary and secondary data collected during JICA’s preparatory survey, and prepare technical specifications and detailed design reports for the Centers’ equipment and materials.
- Develop the training programme for equipment use, train Center employees, assess their capacity development, and issue certificates on livestock disease diagnosis.
- Support monitoring and evaluation, including assessment of effect indicators after Center seminars.
Your qualifications
- Education: Master’s degree in veterinary sciences, specialising in laboratory diagnosis of animal diseases.
- Professional experience: Preferably 15 years overall in the veterinary field, with over 10 years in animal-disease diagnostics; participation in 3+ projects related to the development of veterinary services (consulting / research).
- International experience: Work in WOAH (formerly OIE) reference laboratories, particularly in the Asian region (2+ projects); participation in JICA Country Focus Training; experience in developing countries preferred (2+ projects).
- Technical competencies: Modern diagnostic methods (molecular – PCR, sequencing; serological – ELISA; bacteriological and virological), WOAH international standards, and implementation of quality-control systems in diagnostics.
- Additional: Experience preparing methodological recommendations and training staff (preferably 2 projects).
- Languages: English (required); knowledge of Russian or Uzbek is an advantage.
