GOPA AFC, as part of the joint venture GOPA AFC GmbH – GOPA LLC, is preparing a proposal to deliver Consulting Services in Project Management and Capacity Building under the Livestock Promotion and Animal Health Enhancement Project in the Republic of Uzbekistan. The Project is financed by a Japan International Cooperation Agency (JICA) ODA loan and is implemented by the Committee for Veterinary and Livestock Development (CVLD).
The consulting services are to support the efficient preparation and implementation of the Project, which centres on: (i) developing technical specifications and procuring equipment and materials for the Republican and Regional Centers for Diagnostics of Animal Diseases and Food Safety; (ii) technical supervision and contract administration; (iii) capacity building of Center staff in disease diagnostics and food-safety testing; (iv) supporting the Project Implementation Unit (PIU) and Participating Financial Institutions (PFIs) in delivering and monitoring a Two-Step Loan (TSL) to the livestock sector; (v) capacity building on climate change, environment, social management and gender mainstreaming; and (vi) research on the sustainable use of pasture ecosystems.

What you will do
- Build the capacity of the PIU and PFIs in organising and administering the Project, including workshops explaining the Project’s concept and procedures.
- Assist the PIU in modifying the Operational Guidelines when necessary and in the overall monitoring and management of TSL funds.
- Support fund monitoring, forecasting of fund requirements, requesting JICA disbursements, and disbursing to PFIs without delay.
- Support day-to-day TSL operations and the annual review of PFI eligibility.
- Assist promotional activities for potential end-users (farmers and agribusinesses) and support document preparation.
- Support monitoring and evaluation, including assessment of effect indicators and physical verification of sub-projects financed by PFIs.
Your qualifications
- Education: Bachelor’s degree or higher in Economics, Finance, Business Administration, or banking.
- Professional experience: 10 years or more in the finance / banking field.
- International experience: Experience in developing countries (preferably 2 years).
- Additional: Knowledge of project financing principles and financial modelling, or lending mechanisms in agriculture and international financial reporting standards; preferably experience in interacting with international donor organisations.
- Consulting experience in TSL projects: 2 projects.
- Languages: English (required); knowledge of Russian or Uzbek is an advantage.
