About the job
The Project to Strengthen Civil Protection in Benin aims to enhance the operational capacity and resilience of the Beninese Agency for Civil Protection (ABPC) in response to a growing range of risks—natural, industrial, chemical, health, and domestic. The initiative focuses on improving emergency response systems, including the establishment of a national emergency number, upgrading rescue equipment, and building the skills of ABPC personnel. Key components include gender and social inclusion, community awareness and first aid training, monitoring and evaluation, and ensuring compliance with international environmental and social standards.
What you will do
The expert will be responsible for supporting calls for tenders for machinery and equipment.
Your qualifications
- Advanced degree in civil protection, engineering, procurement, or a related field
- Excellent proficiency in French (spoken and written) is required
- Strong technical writing and documentation skills
- Ability to work collaboratively within multidisciplinary teams
- High proficiency in project management and procurement processes
- Minimum of 8 years of professional experience in civil protection, emergency response, engineering, or procurement
- Proven experience drafting technical specifications and tender documents (CCTP) for equipment and vehicles in civil protection or related sectors
- Track record of supporting procurement processes, including calls for tenders and technical evaluations
- Professional experience in Africa; knowledge of Benin’s context is a strong asset
- Experience working in close coordination with national authorities or civil protection agencies
- Familiarity with international standards and best practices in equipment procurement and technical documentation
