About the job
• Provide overall direction for the digital case management system supporting referral pathways (Output 2.1) and the addition of disability-related services into Sanad App (Output 2.2).
• Develop system architecture, workflows, data models, and interoperability/API specifications.
• Ensure compliance with accessibility standards (e.g. WCAG), cybersecurity, data protection and secure coding principles.
• Coordinate technical requirements with MoSD IT units, HCD, MoDEE and other stakeholders as needed.
• Support the development of an interoperability framework for disability-inclusive social protection through technical guidance on data standards, system integration, and governance, aligned with national e-government standards.
• Develop a digital sustainability and institutionalisation framework covering governance, institutional ownership, long-term maintenance, knowledge transfer, and the use of open standards to ensure the sustainability of supported digital solutions.
• Compile Terms of Reference for additional support for the development and customisation of software, systems integration, testing and quality assurance, and data protection and security, and provide quality assurance and validation for developed deliverables if necessary
• Explore and advise on the responsible adoption of AI-enabled solutions to enhance accessibility, service delivery, referral processes, and decision support, through a structured pilot–evaluate–scale approach, ensuring context-appropriate and viable solutions.

Your qualifications
Criteria:

University degree in Computer Science, Software Engineering, Social Sciences, or other

English level C1

7 years of experience in digital transformation of social protection systems

5 years of experience in designing system architecture, workflows and data models for digital case management systems
