The Chef de Projet will lead and coordinate the implementation of a technical assistance assignment in Senegal focused on strengthening land administration, public infrastructure delivery, and institutional coordination.

The position will serve as the primary interface with the client, financing partner and key project stakeholders, ensuring the effective delivery of consultancy services and the successful implementation of project activities.

The assignment supports a donor-financed land administration modernisation initiative in Senegal, implemented in close cooperation with national authorities. The project aims to strengthen transparent, efficient, and accountable land management through the modernisation of land administration services, rehabilitation of tax and land management centres, deployment of a digital land management system, and digitisation of land-related information.
What you will do

The position will require the candidate to -

  1. Support the coordination and general management of the project including:
  • Coordination and ongoing communication between the various project stakeholders to ensure effective collaboration and the successful implementation of activities;
  • Supervising the production and ensuring the quality of all project-related documents (studies, CAD drawings, ToRs, progress reports, communication materials, etc.);
  • Officially representing the project and promoting its objectives to partners and stakeholders;
  • Drawing up, finalising and monitoring the project’s annual budget and the Procurement Plan in coordination with the relevant teams;
  • Quality control of the consultant’s experts’ work, ensuring the relevance and compliance of their deliverables;
  • Monitoring strict adherence to implementation schedules and taking the necessary corrective measures in the event of delays;
  • Rigorous monitoring of expenditure and checking compliance with the budget allocated to the project;
  • Co-management of discretionary funds, ensuring transparency and reliability in their management;
  • Managing procurement procedures in collaboration with the procurement expert;
  • Responsibility, alongside other experts, for updating the Environmental and Social Management Framework (ESMF) and the procedures manual;
  • Coordination of budget management and project activities in close collaboration with the Project Management Unit (PMU) coordinator.

     

    2. Ensuring the continuity of activities within the Tax Services Centre to be rehabilitated during the works, whether in the same buildings or in temporary premises.

    3. Technical assistance and support to the PMU.

    4. Reporting and acting as the point of contact for the financing partner.

Your qualifications

The role requires the following qualifications - 

  • A degree in architecture: master’s degree or equivalent (5 years of higher education).
  • The applicant should have eight (8) years’ professional experience and completed at least two similar projects within the last ten years (2015-2026), including at least one as the Chef de Projet. Each project should have a duration of minimum one year. Similar project references can include assignments involving the rehabilitation and construction of public infrastructure, as well as land or tax management systems (or systems with similar characteristics) in developing countries.
  • The applicant must have skills in project management, public infrastructure financing, land management or similar fields.
  • The applicant will be responsible for coordinating all the consultants' services.
