The Climate Reform Support Programme is an accompanying measure under the financial cooperation between the Kingdom of Morocco and the Federal Republic of Germany, intended to support implementation of Morocco’s climate reform agenda. Embedded in the bilateral climate and energy partnership, the programme is designed to advance decarbonisation, accelerate a just energy transition, and strengthen sustainable societal transformation. Led by the Ministry of Economy and Finance in coordination with other public stakeholders, it will provide technical, organisational, and strategic support for the implementation of key reforms. The programme responds to Morocco’s growing exposure to climate-related pressures, particularly water scarcity, extreme weather events, and the continued dependence on a carbon-intensive energy system, while supporting the country’s institutional and structural efforts to advance its Nationally Determined Contributions and 2030 climate objectives.
Ce que vous ferez
The Deputy Head of Mission, supports the operational and strategic management of the measure, including institutional coordination with the relevant units of the Ministry of Economy and Finance, particularly the Budget Directorate and the Climate Unit. The role also includes supervising assignments carried out by the pool of experts and overseeing the preparation of technical and financial reports.
For the Deputy Head of Mission role, experience in the following areas would be particularly valuable:

Proven professional experience in project management, particularly in complex and multi-sectoral contexts.

Solid experience in climate, public governance, institutional coordination, or monitoring and evaluation.

In-depth knowledge of the Moroccan context, including administrative, political, and sectoral dynamics.

International experience in reform programmes or development cooperation assignments would be a strong asset.
Vos qualifications
For the Deputy Head of Mission role, the following qualifications would be particularly relevant:

Advanced university degree, such as a Master’s degree, engineering degree, or equivalent qualification.

Fluency in French, both written and spoken; knowledge of Arabic or English would be an asset, depending on the assignment.
