Flagship project
Regional ENP East Programme in Statistics (STAT-East)
STAT-East is a regional statistical cooperation programme that supports National Statistical Institutes and other official statistics producers in the Eastern Neighbourhood countries by providing technical assistance and capacity development to improve the quality, availability, comparability and dissemination of official statistics, while strengthening institutional capacities and regional cooperation.
The challenge
Eastern Neighbourhood partner countries face increasing demand for high-quality, comparable and accessible official statistics to support evidence-based policymaking, democratic development and alignment with European standards. National statistical systems require strengthened institutional capacity, improved quality management, methodological harmonisation and modernised production and dissemination practices. Candidate countries, particularly Moldova and Ukraine, also need accelerated alignment with the EU statistical acquis and closer integration into European Statistical System processes.
Our goal
Improve the production, availability, dissemination and use of high-quality official statistics in Eastern Neighbourhood partner countries. Support stronger national statistical systems, increased user trust, and evidence-based policymaking, including through sex-disaggregated statistics where relevant. Promote the integration of candidate countries, especially Moldova and Ukraine, into the European Statistical System and support alignment with the EU statistical acquis.
Our approach
Provide technical assistance and capacity development to National Statistical Institutes and other producers of official statistics. Combine regional, sub-regional and national cooperation with a differentiated approach tailored to each country's institutional context, reform path and absorption capacity, within 5 statistical areas (Economic, Social, Business, Agriculture and Environmental statistics), plus cross-cutting areas (Geospatial Statistics, Data Transmission and Dissemination, Quality Management and Metadata Frameworks, Classifications, Statistical Confidentiality, Statistical Production Methods, etc.). Support improved governance, professional independence, quality management, methodological harmonisation, and modernisation of statistical production and dissemination. For candidate countries, prioritise accession-related statistical alignment, while for Armenia and Azerbaijan, focus on institutional strengthening, quality improvements and peer learning.
Impact in numbers
Planned project activities include the organisation of: 16 training courses for the NSIs in the project countries targeting up to 268 participants; 19 workshops with estimated attendance of 320 participants; 6 study visits for maximum 26 participants; organisation and coordination of 17 statistical projects (4 in Armenia, 8 in Moldova, 5 in Ukraine); ad hoc missions, etc.
Key highlights
