Preparing City Climate Investments through the Gap Fund
The City Climate Finance Gap Fund helps municipalities convert early climate priorities into robust project concepts that can advance towards detailed development and financing.
Municipalities can make better-informed choices about which climate ideas deserve further resources and how those ideas should be developed. Stronger early preparation reduces uncertainty for later studies and gives potential funders a clearer starting point. Cities emerge with clearer priorities, stronger evidence and a credible route for moving selected climate concepts into deeper preparation.
The challenge
Cities often lack the early-stage technical preparation needed to turn climate priorities into credible projects that can progress towards financing. A strong idea is rarely enough: municipalities also need early technical, legal, environmental and financial evidence before they can commit scarce preparation resources or approach funders.
Our goal
The City Climate Finance Gap Fund closes the preparation gap that prevents many promising urban climate ideas from becoming credible investment projects. It aims to give cities the evidence, analysis and local capability required to decide whether a concept should progress and to present promising mitigation or adaptation projects more convincingly to future financing partners.
Our approach
Short project concepts establish the initial case for support. Early feasibility work then examines technical, legal, environmental and financial questions at a level appropriate to this stage of development. Throughout the process, city counterparts participate in the analysis, allowing local knowledge to shape the work and strengthening municipal capacity to manage later preparation steps.
Key highlights
- Cities receive concise concept documentation, initial feasibility evidence and a clearer picture of the conditions that could affect project viability.
- The work identifies questions that require deeper investigation rather than creating false certainty too early.
- Capacity building ensures that municipal teams understand the findings and can use them when engaging investors, authorities and subsequent technical advisers.
Success story
A city may know where climate action is needed but still lack the technical preparation to describe a financeable response. The Gap Fund helps bridge that distance. A broad priority is shaped into a project concept, critical feasibility questions are explored and local teams gain a clearer understanding of technical, legal, environmental and financial requirements. This early work can reveal whether an idea is promising, needs redesign or should not proceed. That clarity is valuable in itself. It allows cities to concentrate scarce preparation resources on stronger opportunities and approach future financing discussions with better evidence. For participating cities, the positive result is a municipal climate pipeline built on informed choices rather than aspirations alone.
