Building Climate-Resilient Agricultural Financing

How GOPA is transforming rural credit in Latin America

Building Climate-Resilient Agricultural Financing

At GOPA Pro, we are pleased to celebrate the launch of the new Green Agricultural Credit product designed for CIDRE IFD in Bolivia. This milestone represents an important step within the financial mechanisms component implemented by GOPA Pro under GIZ’s 𝗣𝗿𝗼𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝘁𝗲 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲, setting a new benchmark in the region.

This achievement was made possible thanks to the work of our team of national and international experts in Bolivia. Together, the team co-designed a sustainable, comprehensive, and transferable financial product based on four pillars:

• 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗧𝗮𝘅𝗼𝗻𝗼𝗺𝘆: A classification model was developed and adapted to the Bolivian rural context, enabling the labelling of investment and working capital specifically aimed at climate adaptation, including efficient irrigation, soil restoration, and agroecological production.

• 𝗗𝗲𝘀𝗶𝗴𝗻 𝗮𝗻𝗱 𝗜𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗘𝗦𝗠𝗦: The Environmental and Social Management System was structured and integrated into the credit assessment process. This helps mitigate physical and transition climate risks, strengthening portfolio resilience in the face of agro-climatic vulnerability.

• 𝗚𝗿𝗲𝗲𝗻 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻: Training and technical modules were designed for agricultural producers, providing them with tools for resilient planning. This knowledge is also shared with credit officers and financial institution staff through a Master Course.

•𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲: A key technical assistance component was incorporated alongside the Green Credit product, ensuring that agricultural producers receive guidance and information on the appropriate use of credit, promoting the efficient and purpose-driven use of funds.

With the launch of this pilot phase in the Patacamaya and Colomi branches, GOPA Pro reaffirms its position as a leading partner in structuring green and climate finance in Latin America. The model developed in Bolivia serves as a scalable and replicable success case for other markets in the region seeking to transition toward inclusive and resilient rural financial systems.

We extend our recognition to the technical team at CIDRE IFD for their commitment to adopting these standards, and to GIZ Bolivia for their trust in us to lead this strategic component.
