The EU-Uganda Business Hub promotes stronger trade and investment relations between Uganda and the European Union. Renewable energy has been identified as a priority sector, with significant potential for investment, technology partnerships and business-to-business cooperation.

The Hub seeks to strengthen the renewable energy investment pipeline by identifying commercially credible opportunities, understanding the maturity and needs of project developers and businesses, and facilitating targeted engagement with relevant Ugandan and European stakeholders.

The assignment may also generate market intelligence and identify opportunities that can subsequently inform relevant Hub stakeholder engagement activities and other project activities. Such subsequent use of the information generated shall not alter the primary purpose of the assignment, which is the development and facilitation of the Hub’s renewable energy investment pipeline.

The assignment is designed to provide practical, sector-specific expertise to strengthen the Hub’s understanding of renewable energy opportunities and to support the development of a pipeline suitable for B2B and B2F engagement.

Particular attention will be given to small- and medium-scale renewable energy investments of up to 50 MW, including opportunities involving independent power producers (IPPs), commercial and industrial (C&I) users, captive power, industrial parks and energy service providers.

The Non-Key Expert (NKE) will assess not only the financing needs of potential projects and businesses, but also their technical and commercial maturity, credibility of the project sponsors, regulatory and licensing position, land availability, feasibility work, offtake arrangements and broader value-chain requirements.

What you will do

The Expert will work under the supervision of the Team Leader and in close coordination with Key Expert 2 and other relevant members of the Project Team.

The Expert will bring practical experience of how renewable energy businesses and projects are developed, financed and operated in emerging markets. The assignment is not primarily intended to provide generic investment-readiness or pitch coaching, but to provide sector-specific intelligence and practical assessment of the renewable energy investment pipeline.

The Expert (NKE) shall undertake the following activities:

1. Renewable Energy Pipeline Identification and Assessment

• Review and map relevant renewable energy investment opportunities and project pipelines in Uganda;
• Identify promising IPPs, project developers, C&I opportunities and other relevant businesses across the renewable energy value chain;
• Focus particularly on small- and medium-scale projects of up to 50 MW;
• Assess the technical, commercial and operational maturity of identified opportunities;
• Assess the credibility, track record and capacity of project sponsors and operators;
• Review the status and substance of relevant licenses and approvals, including whether projects are actively progressing towards implementation;
• Where relevant, assess the status of feasibility studies, land availability, grid connection, offtake discussions and other critical development milestones;
• Distinguish between opportunities that are sufficiently advanced for investment or business engagement and those requiring further development.

2. Stakeholder and Value-Chain Engagement The Expert shall engage with relevant stakeholders to understand the opportunities and constraints within the renewable energy value chain, including, as relevant:

• Independent Power Producers and renewable energy project developers;
• Electricity Regulatory Authority (ERA);
• Uganda Electricity Transmission Company Limited (UETCL);
• Commercial and industrial companies and their industrial users;
• Captive power operators;
• Industrial parks and their energy service providers;
• Renewable energy technology and service providers;
• Local banks and financial institutions;
• Equity investors and other investment actors;
• European companies and strategic partners with relevant technology, services or investment interests.
• The Expert shall use these engagements to identify concrete opportunities, partnership requirements and potential areas for B2B and B2F collaboration.

3. Assessment of Support and Investment Needs For priority opportunities, the Expert shall identify the principal requirements for progressing the opportunity, which may include:

• Debt or equity financing;
• Blended finance or guarantees;
• Technology and equipment;
• Technical or advisory services;
• Project development support;
• Land or site development;
• Feasibility studies;
• Offtake arrangements;
• Commercial partnerships or strategic investors. Particular attention shall be given to commercial and industrial - C&I opportunities where alternative energy solutions, captive power or distributed generation may support industrial growth and where appropriate financing or equity structures may be required.

4. Investment and Business Matching The Expert shall:

• Identify potential Ugandan and European investors, financiers, technology providers and strategic partners relevant to priority opportunities;
• Identify European companies and other international stakeholders that may have a relevant commercial, technology, investment or strategic interest in credible Ugandan renewable energy opportunities;
• Support the Team Leader and Project Team in identifying potential business and investment connections arising from the Hub’s pipeline development work;
• Identify priority opportunities and stakeholder profiles for subsequent Hub engagement;
• Provide practical market intelligence, background information and engagement considerations to support potential business and investment discussions. The Expert shall not be responsible for securing investment, concluding transactions, obtaining financing commitments or achieving financial close.

5. Knowledge Management and Follow-up The Expert shall ensure that relevant knowledge generated during the assignment is captured in a structured and usable format. This shall include:

• Maintaining a structured pipeline of priority opportunities and relevant stakeholders;
• Recording key findings, opportunities, gaps, contacts and recommended next steps;
• Identifying leads and opportunities arising from the Hub’s stakeholder engagement and market-development activities;
• Providing recommendations for follow-up and ownership of priority leads after completion of the assignment;
• Supporting the integration of relevant renewable energy market intelligence into the Hub’s broader trade and investment promotion activities.
• Ensuring that relevant information is transferred to the Project Team for continued monitoring and investment facilitation. The Expert shall use templates or formats agreed with the Team Leader to facilitate project monitoring, knowledge management and follow-up.

Your qualifications

Candidates should demonstrate:

• At least 10 years of professional experience in the renewable energy sector, energy investment, project development, infrastructure investment, project finance or related fields.
• Demonstrated practical experience in renewable energy project development, investment or business development, including assessment of project maturity, commercial viability and project sponsors.
• Demonstrated understanding of renewable energy value chains, including IPPs, C&I users, captive power, industrial energy solutions and/or energy service providers.
• Practical understanding of debt, equity, project finance and other financing structures relevant to renewable energy investments.
• Strong stakeholder engagement, analytical and facilitation skills, with the ability to engage credibly with private-sector operators, investors, financial institutions and public-sector stakeholders.
• Ability to assess investment propositions and identify the key issues affecting their bankability and attractiveness to investors;
• Experience preparing companies and project sponsors for engagement with investors and lenders;
• Excellent analytical, communication and stakeholder-engagement skills;
• Excellent written and spoken English.
• Master’s degree in renewable energy, energy engineering, engineering, finance, economics, business, investment management or a related field.
• Previous professional experience in Uganda and an established network among renewable energy developers, financial institutions, DFIs and investors is essential.
