Are you interested in working across the full project cycle of international donor-funded transport projects – from early project identification and acquisition to negotiations, technical and financial backstopping, and the management of ongoing assignments? Do you enjoy working in an international consulting environment and travelling abroad for fact-finding, backstopping and short-term expert missions?

We are currently looking for a Consultant / Project Manager  specialized in Transport (m/f/d) with a relevant background in transport engineering, transport planning, transport management or a related field. The position is aimed at a transport generalist with solid experience in international consultancy and donor-funded projects.

The thematic focus may include, among others, sustainable transport, urban and public transport, transport policy and regulation, green transport, freight transport, regional and national corridors, and mobility planning. Experience or sound understanding of transport economics, for example in relation to feasibility studies, cost-benefit analysis, tariff issues, financial/economic appraisal or sector financing, would be beneficial.
Location: GOPA Tech headquarters in Bad Homburg, Germany, near Frankfurt am Main.
Start date: as soon as possible.

Your Tasks:

Business development and acquisition

  • Tracking project opportunities, gathering early intelligence and researching background information;
  • Liaising and networking with donors, clients, partners and experts;
  • Managing and coordinating acquisition processes, including the preparation of Expressions of Interest, technical proposals, methodologies and project references;
  • Identifying and coordinating experts and consortium partners;
  • Supporting staff recruitment, fee negotiations and the preparation of financial proposals; and
  • Organising and leading fact-finding missions to partner countries.

Project implementation and management

  • Managing international transport projects from a technical, administrative and financial perspective;
  • Coordinating and supervising transport projects in different subsectors and thematic areas;
  • Reviewing and preparing reports, deliverables and project documentation;
  • Providing technical, administrative and logistical support to project teams and experts on site; and
  • Maintaining regular communication with donors, clients, partners and experts.

Technical consulting assignments

  • Contributing as an in-house technical expert to international transport projects;
  • Undertaking short- and medium-term missions abroad, depending on project needs and candidate profile.

A background that convinces us

  • University degree, preferably at Master’s level, in a relevant field such as transport planning, transport management, transport engineering, civil engineering, urban planning, or a related discipline;

  • At least 5 years of relevant professional experience in the transport sector;

  • Demonstrated experience in international consulting, preferably in donor-funded transport projects;

  • Experience in the acquisition, preparation and management of consultancy projects;

  • Knowledge of donor procedures and requirements, e.g. GIZ, KfW, EIB, EU, World Bank or similar;

  • Generalist experience in several thematic fields, e.g. regional/national corridors (road/rail), urban transport, public transport, (green) freight transport, sustainable transport or green mobility;

  • A sound understanding of transport economics, e.g. feasibility studies, cost-benefit analysis, financial/economic appraisal, tariffs or transport sector financing, would be beneficial;

  • Business-fluent language skills in Spanish and English; candidates must be able to work professionally in both languages;

  • Strong writing, communication, networking and teamwork skills;

  • Willingness and ability to travel internationally;

  • Work experience abroad in countries relevant to international development cooperation.
